A traditional oak flooring wouldn't work on concrete. What you need is an engineered, floating floor, preferably with a built-in moisture barrier. I would look at the big variety offered by Bruce Flooring. They offer a huge variety of engineered floors panels, prefinished with moisture barrier from about $4.00 to $6.55 a square foot.
