There is a venting problem. The vent pipe should be connected to the toilet pipe and rises up the wall behind the toilet, through the roof to provide a sufficient air flow that allows the water to move unrestricted. Either this vent is clogged or it may be an older iron vent that has rusted and clogged. Another possibility is that someone has recently done work in which he removed or damaged the vent. In any event, it must be determined whether the vent is to be repaired or replaced.
